The source of this conflict lies in the Ministry's historical classification of magical peoples. When the Ministry defined “Beings” as “any creature that has sufficient intelligence to understand the laws of the magical community and to bear part of the responsibility in shaping those laws,” the centaurs objected to being classified alongside other creatures such as Hags and Vampires.
