It was established by the Ministry of Magic with the stated purpose of managing diplomatic relations with the centaur population of Britain. However, the office has never been used and remains unstaffed due to a complete boycott by the centaurs. The source of this conflict lies in the Ministry's historical classification of magical peoples. When the Ministry defined “Beings” as “any creature that has sufficient intelligence to understand the laws of the magical community and to bear part of the responsibility in shaping those laws,” the centaurs objected to being classified alongside other creatures such as Hags and Vampires. In protest, they demanded to be re-classified as “Beasts.” The Ministry of Magic complied with this demand but failed to understand the political statement behind it. After being rescued, a humiliated Umbridge attempts to save face back at Hogwarts by claiming that she had been “offered the post of Head of the Centaur Liaison Office” but turned it down.
