This is the very same sanctuary where Charlie Weasley works as a dragon keeper after his graduation from Hogwarts.

The Romanian Longhorn serves primarily as a piece of world-building lore, deepening the reader's understanding of the magical world's fauna, the dangers and wonders of dragons, and the field of Magizoology. Its existence provides the direct context for the dragon reservation in Romania, which is the established workplace of Charlie Weasley. While Harry Potter and his classmates study the species in their textbook, Fantastic Beasts and Where to Find Them, the Romanian Longhorn does not make a direct appearance in the main narrative. It was not one of the four dragon breeds selected for the First Task of the Triwizard Tournament in 1994.
